
ACTION ITEMS FOR CONGRESS FOR THE 2011 BUDGET YEAR
Here are some suggestions for the Out of Control Federal Government:
1. The majority in the house must pass a bill to repeal the Obamacare bill and send it to the Senate. The worst that can happen is that the 23 Democratic Senators who vote against repeal will be in the cross hairs for the 2012 election.
2. Pass legislation to require drilling permits be issued (including those rescinded by Salazar, that were issued under Bush) for ANWAR, eastern Gulf of Mex., Atlantic & Pacific beyond 12 miles and Alaska both on and off shore. Also authorize the development of tarsands.
3. Cut pay by 10% for all non-military federal employees for the 2011 fiscal year and rescind the 23% increase given to the foreign service employess in 2010. On a Dept. by Dept. basis, the number of non-military employees should be reduced to at least 2005 levels. Rewrite civil service rules to allow dismissal of employees without appeal as in the private sector.
4. Reduce the Presidents budget overall and eliminate funding for all Czars and all but one aid for the 1st lady and make it a felony for any government official to spend money unless it is specifically authorized by Congress.
5. Pass legislation to prevent environmental groups and others from having standing to sue using any environmental regulations, restricting action to the appropiate agency. The Sierra Club is bragging that they have prevented the construction of 100 coal fired power plants.
6. Require all Federal agencies to submit all new rules and regulations to Congress for approval and require that all rules and regulations be cost effective. Also require that all existing regulations be reviewed and any that are not shown to be cost effective be rescinded.
7. Give Congress the authority to appoint and remove all Inspectors General which will remove the ability for Presidents to abuse power as Obama recently did.
8. Mandate loan guarantees for at least 20 nuclear power plants and hold hearings to determine why the Westinghouse AP1000 reactor, which is presently being built in China, has not been approved by Federal bureaucrats.
9. Cut funds going to all community organizing groups.
10. Eliminate the NEA and the NEH and cut all funds to Public Broadcasting.
11. Cut all wind, solar, biofuel and hybrid/electrical car subsidies.
12. Cut Agriculture Dept. subsidies and for the failed ethanol program.
12. Cut all funds for grants now given out by the Energy Dept. for 2011 and require that any furture grants be approved by Congress. (This Dept. approved a loan for $470 million to a company backed by Al Gore that plans to build luxury SUV that will sell for $87,000!) Also, eliminate the "Office of Energy Effieiency and Renewable" along with the "National Renewable Energy Laboratory".
13. Eliminate the US Global Change Research Program and all its employees along with all other funds and grants for "global warming/climate change". Also hold hearings to determine how much fraud has taken place by James Hansen at NASA GISS in changing temperature data to show warming that has not actually occurred
14. Assure that "navigable" is not removed from the Clean Water Act and asssure that "wetlands" is not covered by any regulation.
15. Pass legislation to streamline regulations in general, but specifically "fast track" the approval process for the refinery proposed in North Dakota.
16. Cut all Federal agencies budgets, except Defense, to at least 2005 levels or below. Defense spending must be critically reviewed and the Pentagon budget should be reduced.
17. Sell off all assets of Federal National Mortage Assoc. and the Federal Home Loan Mortage Corp. Eliminate or dractically reduce the FHA.
Social Security and COLA
A cap on COLA of 3% along with, basing the initial payout level on COLA, instead of pay increases, for those entering SS will solve most of the financial problems facing SS. Removing the factor for housing in the government's formula for COLA is the third item that will make SS viable on a long term basis.
