The term "adopt codes" is a euphemism for the creation of laws. According to our constitution, laws are supposed to be voted upon, and passed, by elected legislators, and then only enforced if these laws are constitutional.

“A federal neighborhood planning program to provide grants for environmentally sound, sustainable living communities moved one step closer to being funded Tuesday, when the Senate Banking Committee passed the Livable Communities Act on a 12-10 party line vote.”
How much more does the American public have to hear before they admit that Sustainable Development is here and is taking over our lives, our freedoms and destroying the great American experiment? This is happening at such a brisk pace, we do not have time waste. Stop Agenda 21 now – or it will take generations.

The Livable Communities Act would provide money for part of President Barack Obama’s “Partnership for Sustainable Communities,” which seeks to develop a national urban policy agenda to be carried out jointly by the Environmental Protection Agency (EPA), Department of Housing and Urban Development (HUD), and the Department of Transportation (DOT).
The act would create grant programs at HUD that seek to foster so-called sustainable communities, very high-density residential and commercial districts connected by public transportation. Its a gold mine for public employees and citizens enamored with government managed neighborhoods. Its a nightmare for a free citizen who owns private property, or for future generations anticipating owning land in this country.

The Micro Managing people in this country want everyone living inside the cities, keeping the birth rate down, and putting vaste areas of land off limits to private ownership or development. A wildlife corridor connecting lands in Montana with the Yukon is on the drawing boards. If your private property is in the way, well it will have to be relinquished for better purposes. The right to private property has to be subordinated to the Agenda. "Ten at the Top" is promoting through orchestrated public forums a light rail service in Greenville County. They want bike paths incorporated into all new road development as part of the concentrating the population into city living.
The administration has already allocated billions of dollars since June 2009, when the interagency partnership was announced, to various grant programs designed to push local governments to make planning decisions that fall in line with Obama’s neighborhood planning goals. Greenville County Council is into this big time. They cannot seem to stop themselves.
Knox H. White is the Mayor of the City of Greenville and is a big advocate of govenment controlled communities. He has the Greenville City citizens paying expensive dues to the tune of thousands of dollars to organizations like ICLEI. ICLEI (of the United Nations) in turn provides propaganda and indoctrination for local councils, urging them to accept grants in return for turning control of your community over to "Smart Development" or "Sustainable Development" programs. You, the ordinary citizen, are no match for a council that bought into Comprehensive Land Planning. Once entrenched, these programs use formula's to orchestrate meetings and planning sessions to arrive at pre-determined outcomes. Only an army of determined citizens can prevail to prevent the community and surrounding land from being micro managed by the government partnered with the special interest groups. The end result is you paying ever increasing taxes while submitting to endless new regulations to stifle your life and liberty.
The Obama administration has linked funds from the Federal Highway Trust Fund for the purpose of encouraging its favored style of land-use planning. The administration planned to transfer $307 million from the fund--normally used to aid states with highway construction--and earmark it for so-called livable communities grants.
The goals of Obama’s community planning initiative were articulated by Obama himself in a January 2010 speech to the U.S. Conference of Mayors.“It's time to throw out old policies that encouraged sprawl and congestion, pollution, and ended up isolating our communities in the process,” Obama said.
“We need strategies that encourage smart development linked to quality public transportation, that bring our communities together.”
Read the local blogs and newspapers just to see how many control-types worry about all those people moving into South Carolina. They have to be managed by the right people. Things cannot be left to "chance", the buzz word for less choice and less freedom for people looking for new homes or to start new small business.
“Today, many Americans are car-dependent, living far from their workplaces in residential subdivisions that don’t have quality public transportation and traditional amenities like corner markets, schools, parks, and medical facilities,” says a federal planner.
The federal neighborhood planning initiative is designed to coax localities into restricting where people can live, work, and shop into small areas connected by public transportation. Greenville County Council is trying to raise the sales taxes so that we can all pay for a new light rail service that no one wants and will never pay for itself. Its another tax payer paid subsidy waiting for future generations to shoulder. Everything they do, no matter how foolish, is part of the big comprehensive planning agenda.

Under all the language, deep down, is the concept that the right to private property has no place in this United Nations Agenda 21. Redistribution of wealth between nations, and government control over land are major cornerstones of Agenda 21. To get the ball rolling inside the United States, then President Clinton gave executive orders to start states and communities on the road to Comprehensive Land Use Planning. ICLEI setup chapters in the US to get the indoctrination program into full swing.
The Federal Government, and the state government use tax dollars to fund grants to turn private property into public property with control frequently placed under non-government agencies (NGO's). NGO's take control of private land and they do not give it back. This land is no longer part of the tax base. Your property taxes must go up to compensate. You already paid taxes for the government to grant funding to NGO's to buy the land. Its just unbelievable.
